<p>Information below on the Public Information portal  for the <strong>Amenity Park Development at Pollboy Landfill, Ballinasloe, Co. Galway.</strong></p>
<p>Galway County Council have drafted the Initial Amenity Development Plan and invites public input on the project.</p>
<p>The redevelopment of Pollboy Landfill aims to create an attractive outdoor recreational amenity, integrating the following themes within the park:</p>

<p>Biodiversity and Heritage</p>
<p>Health and Well-being</p>
<p>Educational and Sustainable Practices.</p>
<p>This development is intended to serve as a local and regional attraction, offering a wide range of amenities suitable for people of all ages and abilities, as well as local communities and interest groups.</p>

<p><strong> </strong></p>
<p>The Minister for Rural and Community Development, Heather Humphreys TD, has today (14<sup>th</sup> December 2022) announced over €27 million in funding that will combat dereliction and breathe new life into rural towns and villages.</p>
<p>&nbsp;</p>
<p>The announcement represents the largest ever investment under the <strong><em>Town and Village Renewal Scheme </em></strong>and will see a range of landmark projects delivered across Rural Ireland.</p>
<p>&nbsp;</p>
<p><strong>The major package announced by Minister Humphreys today comprises 4 Strands:</strong></p>
<p>&nbsp;</p>
<ul>
<li><strong>€17 million </strong>investment in 75 Town and Village Projects nationwide;</li>
<li><strong>€6 million</strong> in funding to purchase and re-develop vacant and derelict buildings and convert them into community facilities;</li>
<li><strong>€2.6 million </strong>to upgrade the shopfronts and building facades in 26 towns under the Streetscape Enhancement Measure;</li>
<li><strong>€1.56 million </strong>for planning and design works on a range of projects that are at an early stage of development.</li>
</ul>
<p>&nbsp;</p>
<p><strong>Announcing the funding today, Minister Humphreys:</strong></p>
<p><strong> </strong></p>
<p><em>“I am delighted to announce a record €27 million in funding under my Department’s Town and Village Renewal Scheme.</em></p>
<p><em> </em></p>
<p><em>“This is all about tackling the scourge of vacancy and dereliction in our rural towns and villages.</em></p>
<p><em> </em></p>
<p><em>“It’s about taking old buildings and giving them a new lease of life. </em></p>
<p><em> </em></p>
<p><em>“And it’s about rejuvenating the centre of our towns by developing public plazas, town parks, community gardens and sports facilities for the benefit of local families. </em></p>
<p><em> </em></p>
<p><em>“This investment today will breathe new life into rural towns and villages across every single county.</em></p>
<p><em> </em></p>
<p><em>“It’s the largest ever investment under the Town and Village Renewal Scheme and demonstrates my passion and ambition for our rural communities.” </em></p>
<p><em> </em></p>
<p><strong>Among the 75 projects that received €17 million in funding under the standard Town and Village Renewal Scheme are:</strong></p>
<p>&nbsp;</p>
<ul>
<li><strong>Robertstown, Co. Kildare: </strong>The development of a recreational facility which will include an eco-park, green playground, integrated green skate park, car park, dog park, playing pitches and an outdoor Amphitheatre at the centre &#8211; <strong>€500,000.</strong></li>
<li><strong>Carrick-on-Shannon, Co. Leitrim: </strong>To create a significant vibrant Town Centre community venue “The Market Yard” to host community and charity events including festivals, fun days as well as creating a Town Centre Tourist Kiosk and Café &#8211; <strong>€435,013. </strong></li>
<li><strong>Causeway, Co. Kerry: </strong>Refurbishment of the former Shannon Ballroom (currently derelict) creating a facility within Causeway, which provides a focal point for the community that will be used as a meeting space and co-working hub &#8211; <strong>€250,000.</strong></li>
<li><strong>Longford Town, Co. Longford: </strong>The development of a ‘Skate and Recreational Park’ within Longford Town along proposed future town cycleway and within immediate vicinity to the existing Royal Canal Greenway<strong> &#8211; €405,000.</strong></li>
<li><strong>Duncannon, Co. Wexford: </strong>To restore and develop the historic Duncannon Fort &#8211; <strong>€500,000.</strong></li>
<li><strong>Herbertstown, Co. Limerick: </strong>To renovate and re-purpose the former co-op building to develop it as a multi-use community space (indoor and outdoor). The investment will deliver a Community café, Men’s Shed, remote working hub, enterprise hub and community garden &#8211; <strong>€495,229.</strong></li>
<li><strong>Arigna, Co. Roscommon:</strong> A three phase development to include a public sports park, a pedestrian plaza and ancillary works to put the heart back into this historical village of Arigna &#8211; <strong>€499,950.</strong></li>
<li><strong>Bagenalstown, Co. Carlow: </strong>Public realm improvements scheme for the enhancement of the River Barrow. This includes a coffee dock, bench seating, covered canopy, green trellis overhangs, planter climber walls and decorative paving​-<strong> €500,000. </strong></li>
<li><strong>Stepaside, Co. Dublin: </strong>The project proposes to enhance the public realm and streetscapes of Stepaside village, including the provision of a central green space &#8211;<strong> €225,000.</strong></li>
<li><strong>Convoy, Co.</strong> <strong>Donegal:</strong> ​The development of the ‘Railway Park’ along the former and now disused railway line in Convoy providing a much needed inclusive green space and recreational amenity in the centre of the village &#8211; <strong>€435,204.</strong></li>
<li><strong>Moate, Co.</strong> <strong>Westmeath</strong>: Bringing the old Fire Station in the town centre, which has laid vacant for many years, back into use as a multi-purpose space for community use by the Moate Action Group &#8211;<strong> €112,500.</strong></li>
<li><strong>Ballina, Co. Tipperary:</strong> Provision of an access promenade and viewing area across the river Shannon, to drive tourist and local footfall activity <strong>&#8211; €360,000.</strong></li>
</ul>
<p><strong> </strong></p>
<p><strong>Building Acquisition Measure (BAM)</strong></p>
<p>&nbsp;</p>
<p>Minister Humphreys also today announced 29 projects that will benefit from funding under the Building Acquisition Measure (BAM) of the Town and Village Renewal Scheme.</p>
<p>&nbsp;</p>
<p>Under the initiative, local authorities were asked by the department to engage with the local community to identify suitable vacant or derelict properties that could be taken into public ownership and converted for community use.</p>
<p><strong> </strong></p>
<p><strong>Among the 29 projects to be funded under the €6 million Building Acquisition Measure are:</strong></p>
<p>&nbsp;</p>
<ul>
<li><strong>Rathkeale, Co. Limerick:</strong> Convert the former Bank of Ireland Building into an e-Hub and multi-purpose community facility.</li>
<li><strong>Mitchelstown, Co. Cork:</strong> Convert of the FCA Hall on the grounds of the old Military Barracks into a multi-purpose sports and community venue.</li>
<li><strong>Moyvane, Co. Kerry:</strong> Convert a former garda station into a multi-purpose hub.</li>
<li><strong>Kilrush, Co, Clare:</strong> Purchase the former Mars Cinema and Ballroom and convert it into an educational training facility.</li>
<li><strong>Monasterevin, Co. Kildare:</strong> Convert a former Bank of Ireland building for use as a co-working enterprise hub.</li>
<li><strong>New Ross, Co. Wexford:</strong> Convert the former courthouse as a multi-use community building.</li>
<li><strong>Carrick-on-Suir, Co. Tipperary:</strong> Purchase of a garden centre for tourism accommodation, together with cultural, recreational, commercial and retail uses.</li>
<li><strong>Monaghan Town, Co. Monaghan:</strong> Purchase of the Convent School building for use as a social enterprise hub.</li>
</ul>

<p><em>“We are all familiar with that old building in the community that has acted as an eyesore for far too long.</em></p>
<p><em> </em></p>
<p><em>“This particular initiative, the Building Acquisition Measure, is about providing our local authorities with the necessary resources to tackle the scourge of vacancy and dereliction.</em></p>
<p><em> </em></p>
<p><em>“This funding will see former garda stations, convents, old cinemas and banks taken into public ownership and converted for the good of the local community. </em></p>
<p><em> </em></p>
<p><em>“This scheme goes to the heart of our rural development policy ‘Our Rural Future’ – breathing new life into towns and villages and making them better places to live, work and raise a family.”</em></p>

<p><strong>Streetscape Enhancement Initiative</strong></p>
<p>&nbsp;</p>
<p>Minister Humphreys has also today given the green light for works to take place in 26 towns under the <strong>Streetscape Enhancement Initiative.</strong></p>
<p><strong> </strong></p>
<p>This scheme will see funding of up to <strong>€100,000 </strong>provided to one town per local authority.</p>
<p>&nbsp;</p>
<p>Under the initiative, retailers and property owners will be provided with grants that they can use to improve the facades of their buildings, carry out artwork or install features such as street furniture or canopies.</p>

<p>Minister Humphreys also announced a further €1.56 million to fund 33 projects that are pre-development stage. This funding will support feasibility, planning and design works.</p>

<p><strong>Examples of these projects include:</strong></p>

<li><strong>Ballyroan, Co. Laois:</strong> Feasibility study to determine the potential future uses of the vacant/derelict former old boys school in Ballyroan village <strong>&#8211; €50,000.</strong></li>
<li><strong>Manorhamilton, Co. Leitrim:</strong> Feasibility study and preliminary design and planning for the courthouse building in Manorhamilton, with a view to bringing back into use as a community facility &#8211;<strong> €50,000.</strong></li>
<li><strong>Moneygall, Co. Offaly:</strong> Architect led design team to deliver a detailed design proposal and planning permission for refurbishment of a derelict property into a multi-purpose community space/hub <strong>&#8211; €50,000.</strong></li>
<li><strong>Strandhill, Co. Sligo:</strong> Design team to develop masterplan for Dolly&#8217;s Cottage, a tourist attraction, including site survey, conservation architect, structural engineer, planning design <strong>&#8211; €49,999.50.</strong></li>
<li><strong>Tramore, Co. Waterford: </strong>Feasibility study for the development plan of a multi-cultural centre, including review of properties and potential locations for the centre, funding model to acquire the building, and scope initial development works required <strong>&#8211; €49,500.</strong></li>
<li><strong>Carnew, Co Wicklow: </strong>To do design, cost and planning for the refurbishment of the old Bank of Ireland building (BAM purchase) to become a remote working hub &#8211; <strong>€49,999.50.</strong></li>
</ul>

<p><strong><em>“From Bagenalstown to Ballinlough, this initiative will provide retailers and property owners with grants that they can use to improve the facades of their buildings, carry out artwork or install features such as street furniture or canopies.</em></strong></p>

<p><strong><em>“This is a new initiative that I introduced as part of Our Rural Future. The response has been hugely positive to date and I look forward to seeing works commence in these 26 towns.</em></strong></p>

<p><strong><em>“Finally I am delighted to sanction €1.56 million for pre-development work on 33 projects to help with the costs of developing these applications so that they are shovel ready for future funding calls.”</em></strong></p>

										<content:encoded><![CDATA[<p>on December 5th 2022 Galway County PPN submitted its Submission on the Galway County Litter Management Plan 2023-2025 following an information event and consultation process with the PPN members.</p>

<p>Section 10 of the Litter pollution Acts 1997 requires that a Local Authority must prepare and adopt a Litter Management Plan in respect of its functional area. As this is a litter management plan for all sections of Galway County Council the process for drafting the Litter Management Plan includes consultation with relevant Local Authority sections and staff and to review and/or include submissions.</p>
<p>Galway County Council has responsibilities in relation to the prevention of litter as a local authority, but they are also a business and members of the public and as such must be aware of litter management in their everyday operations.</p>
<p><strong> </strong><strong>The Responsibilities of the Local Authority include: </strong></p>
<ul>
<li>To take all practical measures to allow for the prevention, control and correct disposal of litter,</li>
<li>Take steps to promote awareness of litter pollution and its effect on the environment,</li>
<li>Encourage participation from the public and businesses of the county in preventing and overcoming litter pollution,</li>
<li>To provide access to appropriate facilities/receptacles and waste bins for its citizens and to arrange for regular emptying and cleaning,</li>
<li>Enforce the law and apply the necessary penalties and legal sanctions.</li>
</ul>
<p>&nbsp;</p>
<p><strong>Responsibilities of businesses include: </strong></p>
<ul>
<li>To keep the immediate area and up to 100m of the premises litter free,</li>
<li>To keep any land visible from a public place free from litter,</li>
<li>Persons owning, operating or in charge of mobile outlets and those who organise major events have additional responsibilities,</li>
<li>To ensure there is no placement of unauthorised advertisements or public notices in public places,</li>
<li>Not to place advertising flyers on cars,</li>
<li>To ensure that transporting material does not cause litter and that the material is sufficiently secured to not cause litter.</li>
</ul>
<p><strong>Responsibilities of the public include: </strong></p>
<ul>
<li>Any owner or occupier of property which can be seen from a public place is obliged to keep the property free of litter</li>
<li>Not to create litter in a public place or a place visible from a public road.</li>
<li>The public must ensure that waste material is disposed of in a waste receptacle or bin, or in an authorised waste facility.</li>
<li>Dog owners shall be responsible for the removal of dog faeces from a public place and ensure it is disposed of properly.</li>
<li>The public must ensure that they only give household waste including recyclable materials to collectors with the necessary authorisations to collect such waste</li>
</ul>
<p>The Environment Section begun the process of preparing the next Litter Management Plan 2023-2025 in October 2022 and each invited submissions in relation to litter management practices and issues.</p>

<p><strong><em> </em></strong></p>
<p>The Minister for Rural and Community Development, Heather Humphreys TD, along with the Tánaiste Leo Varadkar TD, have today announced funding of over €33 million for the upgrade and development of <strong>278 Community Centres nationwide.</strong></p>
<p>The announcement under the new <strong>Community Centre Investment Fund</strong> represents the largest ever capital investment in upgrading Community Centres and will see grants of between €25,000 to <strong>€300,000</strong> provided to successful projects.</p>
<p>The funding will be used to upgrade, renovate and refurbish Community Centres, Parish Halls, Scouts Clubs, Youth Hubs, Family Resources Centres and Sports Complexes across the country.</p>
<p>Communities in every single county in Ireland will benefit as part of the investment.</p>
<p><strong>Examples of some of the types of work being supported include:</strong></p>
<ul>
<li>Extensions to existing community centres</li>
<li>The provision of meeting rooms, offices, counselling rooms and family rooms</li>
<li>Energy Retrofitting/upgrades to Heating Systems</li>
<li>Works to develop community centres as social hubs through the development of community cinemas, youth hubs and community libraries</li>
<li>Works to upgrade kitchen facilities to enhance the delivery of Meals on Wheels</li>
<li>Upgrades to lighting systems and stage areas</li>
<li>Fire Safety Upgrades</li>
<li>Essentials maintenance works, repairs to roof, re-wiring,etc</li>
<li>Works to upgrade toilet facilities</li>
<li>Works to improve disability access</li>
<li>Replacement of windows and doors</li>
<li>Installation of electric vehicle charging points</li>
</ul>
<p>&nbsp;</p>
<p>Minister Humphreys and the Tánaiste made the announcement at Hartstown Sports and Leisure Centre in Dublin 15 today.</p>
<p>This community facility was approved funding of €300,000 for a major upgrade.</p>
<p><strong>Speaking in Hartstown today, Tánaiste Leo Varadkar said:</strong></p>
<p><em>&#8220;This Government and the last showed time and again that we’re committed to community development.  </em></p>
<p><em> </em></p>
<p><em>“I’m delighted to see this ground-breaking investment in community centres. It will bring real improvements to the heart of communities across Ireland. </em></p>
<p><em> </em></p>
<p><em>“In time, I think it will become as significant as the Sport Capital Programme which has brought local sporting facilities up a level that would have been unimaginable 20 years ago.  </em></p>
<p><em> </em></p>
<p><em>“The benefits will be felt in Community Centres, Parish and Scouts Halls, Clubhouses, Men’s Sheds and Youth Facilities.</em></p>
<p><em> </em></p>
<p><em>“Every county in Ireland will receive funding, for projects like new meeting rooms, refurbished and warmer buildings, new social hubs, and improved disability access.”</em></p>
<p>&nbsp;</p>
<p><strong>Announcing the overall investment, Minister Humphreys said:</strong></p>
<p><em>“The local community centre is at the heart of our towns, villages and parishes right across the country.</em></p>
<p><em>“Our Community Centres come in many different shapes and sizes and provide a wide and diverse range of services and activities. </em></p>
<p><em>“The Community Centre is where the children go to play sport; it’s where meals are provided for our senior citizens; it’s where the local dramatic society perform; it’s where the ICA, our Men’s Sheds, Youth Clubs and other local organisation come together for their meetings and events.</em></p>
<p><em>“Most importantly in the month of December – the Community Centre is often the place that Santa will come to visit to meet the local children!</em></p>
<p><em>“It was a priority for me as Minister for Rural and Community Development to put this new funding stream in place and I am delighted to announce the successful projects today.”</em></p>
<p><strong>Some of the successful applicants announced today include;</strong></p>
<ul>
<li><strong>Co. Offaly:</strong> Killeigh Community Centre – €300,000</li>
</ul>
<ul>
<li>The delivery of a 200 metre recreation hall that will hold up to 300 people and operate as a social hub. The project will also see the provision of a canteen, toilets and a meeting room that will be used for public information sessions.</li>
</ul>
<ul>
<li><strong>Co. Tipperary: </strong>Burncourt Community Hall – €209,832.20</li>
</ul>
<ul>
<li>The ‘Burncourt Community Hall Regeneration’ project will see the delivery of a new outdoor recreation, meeting and entertainment space, which will provide for large outdoor gatherings for people of all age groups.</li>
</ul>
<ul>
<li><strong>Co Carlow: </strong> St Catherine’s Community Services Centre – €300,000</li>
</ul>
<ul>
<li>This Centre in Carlow provides a range of services to families, older people and vulnerable groups. The funding will be used to extend the facility to provide for a new family room and consultation rooms.</li>
</ul>
<ul>
<li><strong>Co. Limerick: </strong>Murroe Wood Park sports facility &#8211; €206,290.71</li>
</ul>
<ul>
<li>Provision of a community café, community gym, remote working space, changing facilities and purchase of gym equipment.</li>
</ul>
<ul>
<li><strong>. Clare: </strong>Newmarket-on-Fergus Community Centre &#8211; €300,000</li>
</ul>
<ul>
<li>This funding will be used to renovate and repair the main hall, toilets and changing facilities, as well the installation of solar panels and LED lighting.</li>
</ul>
<ul>
<li><strong>Co. Cork: </strong>My Place Community Centre, Midleton &#8211; €300,000</li>
</ul>
<ul>
<li>A first-floor extension that will provide two multi-purpose large rooms, another counselling room, toilets and a small coffee-break room.</li>
</ul>
<ul>
<li><strong>Co. Donegal: </strong>Bundoran Community Centre &#8211; €281,653.08</li>
</ul>
<ul>
<li>A significant expansion of this facility that will deliver a large activity space that will facilitate up to 80 members of a youth group, 2 counselling rooms, a sensory room, office space and a disabled toilet.</li>
</ul>
<ul>
<li><strong>Co. Dublin</strong>: Hartstown Sports and Leisure Centre – €300,000</li>
</ul>
<ul>
<li>Referred to as the ‘Hartstown Community Centre Revival’.  The project involves; rewiring of the building, installation of disabled toilets, repair of stage and fire door replacements.</li>
</ul>
<ul>
<li><strong>Co. Galway:</strong> Kinvara Community Centre &#8211; €286,803.29</li>
</ul>
<ul>
<li>Major energy refit of the community centre, to include floor and wall insulation, an air to water heat pump, as well as new fire doors, energy lighting and solar panels</li>
</ul>
<ul>
<li><strong>Co. Cavan: </strong>Castlerahan Community Centre &#8211; €300,000</li>
</ul>
<ul>
<li>A major expansion of this community facility to include remote working facilities, meeting rooms and multi-function rooms for concerts and shows.</li>
</ul>
<ul>
<li><strong>Co. Kilkenny: </strong>Urlingford Town Team &#8211; €300,000</li>
</ul>
<ul>
<li>Major refurbishment of the large former dance hall in Urlingford, including the replacement of the asbestos roof and externally insulating the reinforced concrete walls.</li>
</ul>
<ul>
<li><strong>Co. Longford: </strong>Drumlish Community Association – €259,909</li>
</ul>
<ul>
<li>To create three state of the art fully accessible activity/meeting rooms for a variety of activities</li>
</ul>
<ul>
<li><strong>Co. Waterford: </strong>Carbally Community Development – €300,000</li>
</ul>
<ul>
<li>To upgrade the downstairs space into a new activity hall as well as the provision of disability access.</li>
</ul>
<ul>
<li><strong>Co. Wexford:</strong> Ferns Diocesan Youth Service – €82,190</li>
</ul>
<ul>
<li>Upgrade of centre to provide a social hub for young people</li>
</ul>

<p>Galway County PPN have begun a series of presentations at Municipal District meetings across the County to address stakeholders, such as County Councillors, of the added value of the PPN in the democratic process of participative representation.</p>

<p>The Galway County PPN was formally established in 2014, replacing the Community Forum to become a statutory entity, in accordance with the Local Government Reform Act 2014. A PPN now operates in each local authority area and are the primary means through which community groups can shape the local policy. Each PPN elects representatives from its membership to sit on local government committees and boards to ensure that the voice of the community is heard in local decision-making processes. Any community group operating in County Galway can become a member, provided they meet the eligibility criteria (non-profit, non-party political, inclusive, etc.) and registration is free, quick and simple. <p>&nbsp;</p>
<p>Besides, its advocacy and representational functions, further roles of the PPN include running trainings and workshops for community groups to facilitate the operation of the organisation. In the past these have addressed topics such as: Fundraising, writing Funding applications, Bookkeeping, Governance, Volunteer management and many more.  The Galway County PPN also plays an integral part in facilitating the two-way flow of information between local authorities and community groups. The PPN team, spear-headed by Charlotte May and Mary Mullen issue regular communications via their popular Monthly Newsletter, a Weekly Digest and via their Website and Social Media Channels:</p>

<p>The Minister for Rural and Community Development, Heather Humphreys, has today launched <strong><em>Embracing Ireland’s Outdoors</em></strong> &#8211; an ambitious and transformational National Outdoor Recreation Strategy.</p>
<p>&nbsp;</p>
<p>The five year strategy was launched in Castlecomer Discovery Park in Co. Kilkenny where the Ardra Loop Walk and Arboretum Walk was also officially opened by the Minister.</p>
<p>&nbsp;</p>
<p><strong><em>Embracing Ireland’s Outdoors</em></strong> was developed in partnership with Comhairle na Tuaithe and is a collaborative cross-Government strategy that reflects the views of stakeholders and the public. The new strategy will set the stage to strengthen and support the sustainable development of the outdoor recreation sector in Ireland for years to come bringing huge economic and health benefits to communities across the country.</p>

<p><strong>Launching <em>Embracing Ireland’s Outdoors</em>, Minister Humphreys said:</strong></p>
<p>&nbsp;</p>
<p><em>“The pandemic awakened a new discovery to explore amongst the Irish public. When we were confined to our counties or we could only meet friends and family outdoors, we gained a new found appreciation for the unique amenities we have on our doorstep whether it’s our forest parks, our mountain trails, our rivers, our greenways or our stunning beaches.</em></p>
<p><em> </em></p>
<p><em>“Embracing Ireland’s Outdoors is about building on this momentum. It is about the strategic development of Ireland’s Outdoor Recreation sector so we can deliver maximum benefits to communities across the country.  </em></p>
<p><em> </em></p>
<p><em>“Those benefits are huge. Spending time outdoors supports our mental and physical health and it improves our quality of life. There also huge economic benefits, particularly for rural communities, with over 2.7m overseas visitors taking part in outdoor activities every year in Ireland.   Through this Strategy – I believe we can make Ireland the destination of choice internationally for outdoor recreation and adventure tourism.</em></p>

<p><em>Embracing Ireland’s Outdoors</em> focuses on bringing a more joined-up and cohesive approach to the development of outdoor recreation infrastructure at both a national and county level. As part of the strategy new Outdoor Recreation Committees will be established in every County to ensure there is a focused and strategic approach to the development of local amenities.</p>

<p>Building on this ground-up, locally led approach, the Minister is today announcing €14m for the development of 59 outdoor recreation amenities and to support outdoor pursuits such as hiking, mountaineering, kayaking, and cycling.</p>

<li><strong>Clare: Cliffs of Moher North Coastal Walk </strong>&#8211; Repair and upgrade of a looped section of the Cliffs of Moher North Coastal Walk <strong>&#8211; €500,000</strong></li>
<li><strong>Wexford: Kilmore Quay Recreation Trail </strong>&#8211; Develop cycle path along the canal, completing a looped walking trail plus footbridge and carpark &#8211; <strong>€500,000</strong></li>
<li><strong>Longford:</strong> <strong>North Longford Rebel Trail</strong> &#8211; North Longford Rebel Trail Phase 2 &#8211; Monaduff to Ballinamuck &#8211;<strong> €500,000 </strong></li>
<li><strong>Wicklow: Roundwood Recreation Area &#8211;  </strong>Provision of a bike hub,  bridge, signage, waymarking and promotion of Roundwood Recreation Area<strong> &#8211; €495,000</strong></li>
<li><strong>Donegal:</strong> <strong>Carrigart to Downings Walkway</strong>  &#8211; <strong> </strong>Develop a section of walkway between Carrigart and Downings  &#8211;<strong> €500,000</strong></li>
<li><strong>Waterford: </strong>Cappoquin Railway Bridge Loop Walk- Phase 1 &#8211; Develop Cappoquin Railway Bridge Loop Walk between Millwheel Park and Rowing Club Grounds &#8211; <strong>€500,000</strong></li>

<p>Our Rural Future is the whole-of-government policy for rural Ireland for the period 2021-2025. It represents a new milestone in the approach to rural development policy for Ireland and adopts a more strategic, ambitious and holistic approach to investing in and maximising opportunities for rural areas.</p>

<p><strong><u>Comhairle na Tuaithe (The Countryside Council).  </u></strong></p>
<p>Comhairle na Tuaithe is collaborative body which supports the development of outdoor recreation activities. It is comprised of representatives of farming organisations, recreational users and State bodies with a responsibility for, or interest in, outdoor recreation and the countryside. Its mandate is to act as a forum for consultation and collaboration between stakeholders and to advise the Minister on matters relating outdoor recreation.</p>

<p><strong><u>National Outdoor Recreation Strategy </u></strong></p>
<p>Embracing Ireland’s Outdoors &#8211; National Outdoor Recreation Strategy 2023-2027 was developed in collaboration with Comhairle na Tuaithe.</p>
<p>&nbsp;</p>
<p><span style="text-decoration: underline;"><strong>Definition of outdoor recreation</strong></span></p>
<p>Physical activities that take place in the natural environment, such as walking, canoeing, mountain biking, orienteering and wild swimming. It does not include activities that take place outdoors on confined courses or pitches (such as golf, football, show-jumping) or motorised activities (such as quads/scramblers) with the exception of motorised mobility aids.</p>
<p>&nbsp;</p>
<p><span style="text-decoration: underline;"><strong>Overview</strong></span></p>
<p>Examples of some of the key actions which will be delivered through <em>Embracing Ireland’s Outdoors</em> include:</p>
<ul>
<li><strong>The Department of Rural and Community Development to take a lead role ensuring a more strategic approach to outdoor recreation at a national level. </strong></li>
<li><strong>Sport Ireland to assume a co-leadership role, with the Department of Rural and Community Development, with a particular focus on guidance and technical experience.  </strong></li>
<li><strong>Establish county structures including County Outdoor Recreation Committees and County Stakeholder Forums which will bring all the key stakeholders together.</strong></li>
<li><strong>Develop County Outdoor Recreation Plans identifying the amenities that are in the County and also the gaps. Agree the key priorities for the county to create a more strategic approach and ensure value for money. </strong></li>
<li><strong>Ensure greater emphasis on the management and maintenance of existing outdoor recreation infrastructure. </strong></li>
<li><strong>Continue to provide support to outdoor recreation businesses/enterprises through the Local Enterprise Offices, Local Development Companies and other channels. </strong></li>
<li><strong>Communicate updated information to landowners and recreational users on access and liability so that there is greater clarity and awareness. </strong></li>
<li><strong>Further expand the Walks Scheme.</strong></li>
<li><strong>Review approaches and models for physical access used in other countries, based on principles of respect for land ownership and responsible conduct.  </strong></li>
<li><strong>Explore cross-border cooperation on key initiatives. </strong></li>
<li><strong>Develop new visitor management approaches for Ireland’s most crowded outdoor recreation sites.  </strong></li>
<li><strong>Develop a communications campaign on responsible behaviour in the outdoors. </strong></li>
<li><strong>Increase the number of programmes and participants engaged in outdoor recreation, particularly from under-represented groups. </strong></li>
<li><strong>Establish methods to measure and review the engagement in, and the benefits of, outdoor recreation.  </strong></li>

<li>To protect the environment through better planning and development of outdoor recreation, in keeping with best practice management of landscape and habitats.</li>
<li>To create awareness of our outdoor opportunities and how to enjoy them responsibly.</li>
<li>To increase and support the number of people active in the outdoors, especially young people and under-represented groups.</li>
<li>To protect and improve access to the outdoors, for the benefit of all.</li>
<li>To improve the knowledge, skills and expertise of stakeholders and partners</li>
</ul>

<p><span style="text-decoration: underline;"><strong>Investment </strong></span></p>
<p>€1.6 billion has been invested over the last four years to support the enhancement of natural spaces and the development of recreational amenities such as walking trails, blueways and greenways. This figure also includes funding provided through the Department of Transport’s Greenway funding and its Active Travel Investment Programme funding which supports the development of high-quality new and improved walking and cycling infrastructure. The Active Travel Investment Programme does not specifically focus on outdoor recreation, however the walking and cycling facilities developed through this programme provide a valuable and accessible resource for recreational users, as well as commuters.</p>
<p>&nbsp;</p>
<p><span style="text-decoration: underline;"><strong>Outdoor Recreation Infrastructure Scheme (ORIS)</strong></span></p>
<p>The Outdoor Recreation Infrastructure Scheme (ORIS) provides funding as follows:</p>
<ul>
<li><strong>Measure 1</strong>: Small scale repair/development/promotion and marketing (up to €20,000 grant available)</li>
<li><strong>Measure 2</strong>: Medium scale upgrade and new trail/amenity development (up to €200,000 grant available)</li>
<li><strong>Measure 3:</strong> Large scale repair/upgrade and new strategic trail/amenity development (up to €500,000 grant available).</li>
<li><strong>Project Development Measure</strong>: Development costs for strategic large scale Measure 2 or Measure 3 type projects e.g. detailed design, preparation for the planning and/or procurement, appropriate assessment etc. (up to €50,000 grant available).</li>
</ul>
<p>Funding of up to 90% of the total approved project costs is awarded, with the additional 10% to be provided from other sources. <p>Minister for Rural and Community Development, Heather Humphreys TD, and Minister of State, Joe O’Brien TD, have today announced a new <strong>€10 million fund</strong> to support thousands of local community &amp; voluntary groups with their energy bills.</p>
<p><strong>The Community Support Fund </strong>will provide small grants to a wide and diverse range of local community groups to assist with their running costs.</p>
<p>Funding will be available to support Parish Halls, Community Centres, Local Development Associations, Social Clubs, ICA Groups, Senior Citizen Groups, Men’s Sheds, Women’s Sheds and much more.</p>
<p>The new scheme has been devised to support groups with their energy costs who may<u> <strong>not </strong></u>have been deemed eligible under previous Government schemes.</p>
<p>These include groups that operate from parish halls and who need support with running costs such as energy or insurance bills.</p>
<p><strong>Groups can also use the funding t</strong><strong>o carry out small upgrade works and to purchase equipment to support their activities</strong><strong> such as </strong>laptops and printers, lawnmowers, training equipment, etc.</p>
<p><strong>Announcing the funding today, Minister Humphreys said:</strong></p>
<p><em>“Like everybody else, community groups are not immune from rising prices. This new scheme is about supporting these groups with their costs whether it’s the electricity bill, insurance costs or other overheads.</em></p>
<p><em>“As Minister for Rural and Community Development, I fully appreciate the fantastic work carried out by volunteers in communities across the country whether it’s the local Parish Hall Committee, the Development Association or the local Senior Citizens Group. </em></p>
<p><em>“These local committees work hard to make sure they can keep the lights on and run fantastic local services and events for young and old to enjoy. </em></p>
<p><em>“In making this €10m Fund available today, I want to support these groups to make sure they can continue doing this great work on the ground in communities across the country.</em> <em>These will be small grants ranging from a few hundred euro to a few thousand euro but I know they will make a big difference to the groups involved</em>.</p>
<p><em>“The Local Community Development Committee (LCDC) will administer this fund on behalf of my Department at local level and I would encourage community groups interested in applying to contact their LCDC over the coming days at the contact numbers provided.”</em></p>
<p><strong>Also announcing the funding today, Minister O’Brien said:</strong></p>
<p><em>“In recognition of rising energy costs the Government announced a package of funding supports to business, cultural, health, sporting and C&amp;V organisations in September. We know that many small organisations/groups particularly those who serve in disadvantaged areas may not be able to access these funds. </em></p>
<p><em>“These grants will help thousands of community organisations, clubs, men’s and women’s sheds, youth centres and parish halls, to continue to provide their valuable services to the people in their areas.”</em></p>
<p><strong>The once-off fund will be allocated under the Department’s Community Enhancement Programme and will be administered locally by the Local Community Development Committees (LCDCs). </strong></p>
<p><strong>This funding builds on the Minster’s earlier announcement of the €10million Community and Voluntary Energy Support Scheme </strong><strong>(CVESS). </strong></p>
<p><strong>The CVESS will</strong> <strong>provide once-off support to incorporated organisations and registered charities within the Community and Voluntary sector which fall outside the parameters of other energy support schemes being delivered by Government such as the Temporary Business Energy Support Scheme (TBESS). </strong></p>

<p>This initiative forms part of a range of measures being undertaken by the department to support the community and voluntary sector, and to empower thriving, sustainable communities across Ireland.</p>
<p>It also ties into the Reduce Your Use energy efficiency campaign where the government are asking people, where safe and possible to do so, to turn their thermostat down and consider when they use larger appliances.</p>

<p>Minister for Community Development and Charities, Joe O’Brien, T.D., has today, (Wednesday, 16<sup>th</sup> November 2022) announced over €44 million for the Social Inclusion and Community Activity Programme (SICAP) in 2023. This funding has been allocated as part of Budget 2023.</p>
<p>SICAP supports communities and individuals to engage with relevant stakeholders in identifying and addressing social exclusion and equality, developing the capacity of Local Community Groups and creating more sustainable communities. The programme supports disadvantaged individuals to improve the quality of their lives through the provision of lifelong learning and labour market supports issues.</p>
<p><strong> </strong></p>
<p><strong>Announcing the funding, the Minister said:</strong></p>
<p><strong> </strong></p>
<p>“<em>I am pleased to announce this additional funding for SICAP </em><em>underpinning this Government’s on-going commitment to social inclusion and community development. This programme has an explicit anti-poverty focus, promoting social inclusion and equality and is making a real difference in communities across the country.</em></p>
<p><em> </em></p>
<p><em>“The programme is flexible and reactive and this has been evident in the support over the pandemic and most recently supporting people arriving from Ukraine. The SICAP programme reaches out to those most in need in disadvantaged areas, rural and urban, supporting individuals and communities to access mainstream services.</em> <em>This funding is being provided to enable the Local Development Companies (LDC’s) to continue the great work they are doing, retain staff and direct additional resources to the delivery of SICAP.” </em></p>

<p><strong>Social Inclusion and Community Activation Programme (SICAP 2018-2023)</strong></p>
<ul>
<li>SICAP, the Government’s primary social inclusion programme aims to reduce poverty and promote social inclusion and equality through supporting communities and individuals via community development, engagement, and collaboration.</li>
<li>SICAP supports communities and target groups to engage with relevant stakeholders developing the capacity of Local Community Groups (2646 LCGs supported in 2021) and creating more sustainable communities.</li>
<li>SICAP supports disadvantaged individuals (26,483 individuals supported in 2021) to improve the quality of their lives through the provision of lifelong learning and labour market supports.</li>
<li>SICAP is funded by the Department of Rural and Community Development and co-funded by the European Social Fund (ESF) under the Programme for Employability, Inclusion and Learning (PEIL) 2014 &#8211; 2021.</li>
<li>SICAP is managed at a local level by 33 Local Community Development Committees (LCDCs), with support from local authorities. The programme is implemented nationally by 46 Local Development Companies (LDCs) across 51 areas.</li>
<li>A 10% increase (€4 million) was secured for the programme for 2022, the largest increase since the programme was launched, bringing the budget to €43 million.</li>
<li>An additional €5 million funding was announced on June 1<sup>st</sup> to support the LDCs through SICAP for the community response to support people arriving from Ukraine.</li>
<li>In June, SICAP was awarded the prestigious United Nations Public Service award in the category of “Institutional resilience and innovative responses to the COVID-19 pandemic”.</li>
<li>The Department secured an increase of €1.3 million (3%) to the 2023 SICAP budget, bringing the total allocation to €44.3 million.</li>

<p>The Minister for Rural and Community Development, Heather Humphreys TD, has today announced funding of €115 million for 23 landmark rural regeneration projects across the country.</p>
<p>&nbsp;</p>
<p>The projects are being funded as part of <strong><em>Our Rural Future</em></strong>, the Government’s ambitious 5 Year Policy for Rural Development.</p>
<p>&nbsp;</p>
<p>The Minister made the announcement in <strong>Cappoquin, Co Waterford</strong> where funding of over <strong>€5million</strong> is being provided to convert three derelict town centre buildings including a former Hotel, Pub and Department Store into residential accommodation.</p>
<p>&nbsp;</p>
<p>The Cappoquin Regeneration Project will also the development of ‘over the shop’ living accommodation in the town centre as well as the renovation of three historic town houses on the main street.</p>
<p>&nbsp;</p>
<p><strong>Announcing the successful projects under the Rural Regeneration and Development Fund, Minister Humphreys said:</strong></p>
<p>“<em>I am delighted to announce a record €115 million for the delivery of 23 landmark rural regeneration projects across the country. These projects will see long vacant, disused and derelict buildings in our rural towns given a new lease of life and purpose for the 21<sup>st</sup> century.</em></p>
<p><em> </em></p>
<p><em>“We are all familiar with historic old buildings in our local towns which have lay vacant for far too long.  In many cases, these are old courthouses or churches of real historical significance and heritage value. These are iconic buildings in our town centres and I don’t want to see them lying idle, falling into disrepair or becoming dilapidated eyesores.</em></p>
<p><em> </em></p>
<p><em>“The funding I am announcing today will help redevelop these buildings and give them new purpose as community &amp; cultural facilities, libraries, co-working hubs, enterprise and tourism hubs and of course like here in Cappoquin, they can even become new homes.”</em></p>
<p><strong> </strong></p>
<p><strong>Minister Humphreys continued:</strong></p>
<p><em>“Other exciting projects being funded today will see the development of new Town Parks as well as Pedestrian Zones and Outdoor Dining Spaces. This will help to make out towns vibrant spaces for people to live and work in.</em></p>
<p><em> </em></p>
<p><em>“There are also a number of important projects which will help drive job creation in areas such as food innovation and offshore renewable energy.”</em></p>
<p><strong> </strong></p>
<p>The 23 projects announced today support a range of sectors and services, including town centre regeneration and residency, remote working, enterprise development, tourism development, remote learning, community development and repurposing of heritage buildings.</p>
<p><strong> </strong></p>
<p><strong>As well as Cappoquin, other successful projects announced today include:</strong></p>
<p><strong> </strong></p>
<p><strong>€5.2m for Charleville Town Centre Renewal, Co Cork:</strong> This project will see the renovation of a number of vacant and derelict buildings in the heart of the town. Charleville Courthouse will be renovated into a new remote working hub. A currently vacant heritage building on Chapel Street will be converted into a new Arts and Community Centre. In addition, an old HSE building in the town will be converted into the new home of the Men’s Shed and local Snooker Club.</p>
<p><strong> </strong></p>
<p><strong>€4.27m for Athy, Co Kildare</strong>: The Old Model School &amp; Grounds in Athy date back to the 1800s. This project will see this historic building converted into a State-of-the-Art Food, Drink and Skills Innovation Hub which will provide a dedicated space for enterprise development, job creation and training. A community Food Discovery Centre and Café will also be developed on site.  The project will support food entrepreneurs/starts ups and drive job creation in the agri-food sector in the region.</p>
<p>&nbsp;</p>
<p><strong>€3.5m for Kilrush, Co Clare</strong>: This is a joint project with Clare County Council and Enterprise Ireland to redevelop a vacant building on the marina in Kilrush into a new Maritime Training Centre. The Centre will provide a cutting edge research and training base for the offshore renewable energy sector, supporting job creation and economic development in the region.</p>
<p>&nbsp;</p>
<p><strong>€4.59m for Ballinrobe, Co Mayo</strong>: This is a grassroots, community led project which will regenerate the former Valkenburg complex (built in 1820) in the town centre to provide a multi-purpose community facility, cultural and performance space. This will reinstate a key piece of community and cultural infrastructure back into use for the benefit of society and community in the heart of the town.</p>
<p>&nbsp;</p>
<p><strong>€1.34m for Pilltown, Co Kilkenny</strong>: This project will redevelop an historic old stone Creamery building into a social enterprise and community space along with adjacent public realm works to revitalise the town centre.</p>
<p>&nbsp;</p>
<p><strong>€11.9m for Cahir Town Centre Regeneration, Co Tipperary</strong>: The historic Market House (protected structure) will be renovated to include additional space for Cahir Enterprise Centre as well as co-working/hot desking facilities. The old Granary Building on Church Street will also be refurbished and renovated to become a new Town Library and Gallery.</p>
<p>&nbsp;</p>
<p><strong>€1.45m for Durrow Community Enterprise Centre, Co Laois:</strong></p>
<p>This project will see the redevelopment of the former Methodist Chapel and Hall into an Enterprise Centre with co-working space as well as a cultural / gallery and exhibition space.</p>
<p>&nbsp;</p>
<p><strong>€6.9m for Ballyjamesduff, Co Cavan</strong>: This major project will redevelop and refurbish the derelict former Percy French hotel and site in the town centre to provide for a remote working hub and community facilities will act as a focal point for the economic, tourism and community regeneration of the town and its wider hinterland.</p>
<p><strong> </strong></p>
<p><strong>€6.3m for Ramelton Re-imagined, Co Donegal: </strong>This project includes a wide range of elements including the development of a new Public Park, Children’s Play Area and Sensory Garden. A new pedestrianised public realm area at the Quays and the development of the Market Cross as a civic meeting space with public seating and sculpture.</p>
<p>&nbsp;</p>
<p><strong>€3.8m for Castlepollard, Co. Westmeath</strong>: This project is focused on a number of inter-related town centre developments, including the refurbishment and extension of the Market House (a heritage building) for use as a community and tourism services hub and the creation of a large town park, stimulating activity directly in the town centre and strengthening the urban fabric of the town.</p>
<p><strong> </strong></p>
<p><strong>€5.5m for Bandon, Co Cork</strong>: This is a major town centre regeneration project that will see the redevelopment of vacant buildings. This includes converting a former bank building into a community facility and the redevelopment of the old town library into a remote working facility.</p>
<p><strong> </strong></p>
<p><strong>€14.39m for Carrick-on-Suir, Co Tipperary</strong>: This very ambitious project will help revitalise Carrick-on-Suir, delivering an enterprise and digital hub, major public realm upgrades, an arrival point for the Suir Blueway, and an Amenity and Biodiversity Park, marking the town as a vibrant commercial centre and destination in its own right and enhancing its strategic location in the south-east region.</p>

<p><strong>€4.35m for Boyle, Co Roscommon</strong>: This project will build on existing large-scale Rural Regeneration and Development Fund investment in the town, on foot of Boyle 2040, and deliver a community library on a brownfield site in the town centre, creating a key landmark in the town centre and a new modern and innovative cultural and community space.</p>

<p><strong>€7.2m for Carrick-on-Shannon, Co Leitrim</strong>: This funding will underpin the purchase and re-development of the 112,611 sq. ft. former MBNA campus in Carrick-on-Shannon and the development of an enterprise campus at the site to contribute to growth in rural employment in the region.</p>

<p>The projects announced today are across two phases – the projects in Phase 1 can be commenced immediately.  The projects in Phase 2 will be delivered based on a timeframe to be agreed with the Department of Rural &amp; Community Development. This timeframe will be linked to the level of progress achieved on the Phase 1 projects located in the county concerned and on existing projects already funded by the Rural Regeneration and Development Fund in the relevant county.</p>

<p><strong>The Rural Regeneration and Development Fund</strong></p>
<p>Today’s announcement concludes the fourth call of the Rural Regeneration and Development Fund. The applications for funding under this call were subjected to a comprehensive assessment process by the Department, with oversight provided by an independent Project Advisory Board, made up of representatives drawn from key Government Departments, along with external independent experts.</p>
<p><strong> </strong></p>
<p>The Rural Regeneration and Development Fund was established to deliver on the National Strategic Objective in the National Development Plan of Strengthened Rural Economies and Communities. The Fund is administered by the Department of Rural and Community Development.</p>
<p>The Fund provides investment to support suitable projects in towns and villages with a population of less than 10,000, and outlying areas, which will deliver on the National Strategic Objective of Strengthened Rural Economies and Communities and achieve sustainable economic and social development in these areas.</p>
<p>Calls for applications to the Fund are sought under two categories. Category 1 relates to projects with all necessary planning and other consents in place and which are ready to proceed, while Category 2 projects are those which required further development to become ready for Category 1 status.</p>
<p>The successful projects being announced today relate to Category 1.</p>

<p>To date, the Fund has now provided €395m for 215 projects across Ireland, worth a total of €542m.</p>
<p>The funding from the RRDF is provided to further the aims of <em>Our Rural Future,</em> which highlighted the need to build strongly on existing investment and to strive for even greater ambition to achieve significant and rapid progress on the objective of balanced regional development.</p>

<p>Minister of State at the Department of Transport, Ms. Hildegarde Naughton announced that the <a href="https://www.rsa.ie/docs/default-source/road-safety/academic-lectures/20220905-fcns-and-amounts.pdf?sfvrsn=9877c495_3">fines relating to 16 road safety offences </a>will double on 27 October, 2022. Minister Naughton made the announcement at the Road Safety Authority’s Annual Conference in Croke Park today. The theme of the conference is <strong><em>Tackling Speeding – Risk Factors and Interventions</em></strong>.</p>
<p>From the 27 October some of the <a href="https://www.rsa.ie/docs/default-source/road-safety/academic-lectures/20220905-fcns-and-amounts.pdf?sfvrsn=9877c495_3">fines</a> that are doubling include speeding (from €80 to €160), mobile phone use (€60 to €120), non-wearing of seatbelts (€60 to €120), and failing to ensure that a child is properly restrained (€60 to €120).</p>
<p>Certain fines relating to safety offences committed by learner and novice drivers, are also increasing. The fine for a learner permit holder driving a vehicle unaccompanied by a qualified person will increase from €80 to €160. The fine for novice and learner drivers not displaying ‘L’ or ‘N’ plates, or tabards in the case of motorcyclists, will double to €120.</p>
<p>Minister Naughton also announced that three new Fixed Charge Notices will come into force in the new year. These relate to the misuse of a disabled parking permit. Illegally parking in an electric charging bay and breaching a HGV ban and entering a specified public road without a valid permit.*</p>
<p>Around 250 delegates will hear from a range of national and international experts on the topic of speeding at the RSA’s Annual Conference today. Rod King MBE, founder and Campaign Director of ‘20s plenty – Love 30’ will speak on the benefits of 30km/h speed limits. Rod has played an instrumental role in empowering local communities in the UK to campaign for default 30km/h limits on urban streets. Guro Ranes, Director of Road Traffic Safety, Norwegian Public Roads Administration will also guide attendees through Norway’s approach in tackling speeding with a particular focus on graduated speeding penalties.</p>
<p><strong>Speaking at the RSA’s Annual Conference, Minister of State at the Department of Transport, Ms. Hildegarde Naughton</strong> said: “As of today there have been 123 people killed on the road, an increase of 12 on this day last year, and compared to 2019. In response to the increase in road deaths this year, this summer I announced that I was bringing forward the implementation of Action 30 in the Road Safety Strategy to review the penalties for serious road traffic offences and said that I intended to increase the fines for those offences that significantly contribute to road deaths.</p>
<p>Last week I signed the necessary regulations, which will double the fixed charge penalty for a total of 16 high-risk driving offences including speeding, use of a mobile phone while driving, failure to wear a seatbelt or use an appropriate child restraint, and unaccompanied learner driving. This increase will come into effect after midnight tonight. These fines have not increased since they were introduced, in some cases almost 20 years ago. Increasing fines for road offences will act as a stronger deterrent to those who choose to break our lifesaving rules of the road.”</p>
<p>Minister Naughton added, “Ireland’s current Road Safety Strategy outlines Safe Speeds as one of the main priority intervention areas. I’m delighted to see an emphasis, in today’s annual conference, on 30km/h speed limits. Setting more 30km/h speed limits on our streets is essential if we are to make our cities, towns and villages safe for communities, but it also has a role to play in tackling climate change and encouraging modal shift to more sustainable transport options.”</p>
<p><strong>Ms Liz O’Donnell, Chairperson of the Road Safety Authority </strong>said: “Speed continues to be a contributory factor to fatal collisions in Ireland. Analysis of Irish Coronial data shows that one quarter of driver fatalities with a record of their actions available were exceeding a safe speed. Recent survey research conducted by the RSA** found that a third of drivers admitted to exceeding 50km/h speed limits by more than 10km/h ‘at least sometimes’. The same research found that just under a third of drivers reported exceeding 100km/h speed limits by more than 10km/h ‘at least sometimes’. This behaviour is concerning and that is why I want to commend the Minister’s decision to double the fines for drivers who break lifesaving rules of the road. It is timely as we head into a high-risk Bank Holiday and should help put us on the path to reduce deaths and serious injuries by 50% by the end of the decade.”</p>
<p>While the fine for 16 road traffic offences will increase to either €120 or €160 on the 27 October, it should be noted that if a driver fails to pay the fine within a 28 day period it increases to €180 or €240. Fail to pay after a further 28 day period and the fine increases to €240 or €320. In addition to the fines it is worth remembering that the choice to speed, use a mobile phone while driving or not properly restrain a child could lead to you losing your licence – if you are detected speeding you will receive 3 penalty points on your licence, if you get 12 penalty points in three years you will be disqualified for 6 months. A lower threshold of 7 points applies for learner and novice drivers.</p>
<p>Road Safety Authority’s Annual Conference <strong><em>Tackling Speeding – Risk Factors and Interventions</em></strong> will hear from experts at home including the RSA, Transport Infrastructure Ireland, the HSE and Ireland’s Love 30 Campaign.</p>
<p>International experts will also make presentations including Rod King MBE. Rod has played an instrumental role in empowering local communities in the UK to implement 30km/h speed zones. Dr Judy Fleiter, Global Manager with the Global Road Safety Partnership will discuss the motivations for speed choices on the road. Guro Ranes, Director of Road Traffic Safety, Norwegian Public Roads Administration who discuss Norway’s approach in tackling speeding with a particular focus on graduated speeding.</p>
<p>The World Health Organisation has estimated that a 5% reduction in average speed could result in a 30% reduction in fatal collisions, and therefore reducing motorists’ speed is essential to improving safety on our roads.</p>
<p>As of 26 October 2022 there have been 123 people killed on Irish roads this is an increase of 12 fatalities compared to the same date last year.</p>

<li>Parking in an electric charging bay for anything other than the intended purpose of charging a vehicle battery. This offence will incur a fixed charge penalty of €80.</li>

<p>** RSA Driver Attitudes and Behaviours Survey 2021</p>
<p><strong>RSA Survey of &#8216;Attitudes to Increasing Penalties for Road Traffic Offences’, 2021</strong></p>
<p>An RSA commissioned survey conducted in 2021 found that the majority of motorists support increasing the penalties for non-wearing of seat belts, speeding and mobile phone use while driving.</p>
<ul class="wrapped">
<li>66% of motorists support increasing the current penalty for driving without wearing a seat belt; and 67% support increasing the penalty for driving with passengers not wearing a seat belt. Over 50% of motorists support doubling the current penalty for drivers not wearing a seat belt, and for driving with passengers not wearing a seat belt.</li>
<li>61% of motorists support increasing the current penalty for speeding, and 47% support doubling the current penalty.</li>
<li>70% of motorists support increasing the current penalty for using a mobile phone while driving, and 57% of motorists support doubling the current penalty.</li>
</ul>
<p><strong>Ireland’s Road Safety Strategy.<br />
</strong>Ireland’s fifth government Road Safety Strategy 2021-2030 aims to reduce the number of deaths and serious injuries on Irish roads by 50% over the next 10 years. This means reducing deaths on Ireland’s roads annually from 144 to 72 or lower and reducing serious injuries from 1,259 to 630 or lower by 2030.  The strategy is the first step in achieving the 2020 Programme for Government commitment of bringing Ireland to ‘Vision Zero’. This is to eliminate all road deaths and serious injuries on Irish roads by the year 2050.</p>
<p>For the 2021–2030 strategy, seven ‘Safe System’ priority intervention areas have been identified, and our aim for each of these is provided below:</p>

<li>Safe roads and roadsidesTo improve the protective quality of our roads and infrastructure.</li>
<li><strong>Safe speeds</strong><strong>To reduce speeds to safe, appropriate levels for the roads being used, and the road users using them.</strong></li>
<li>Safe vehiclesTo enhance the safety features and roadworthiness of vehicles on our roads.</li>
<li>Safe road useTo improve road user standards and behaviours in line with traffic legislation, supported by enforcement.</li>
<li>Post-crash responseTo improve the treatment and rehabilitation of collision casualties.</li>
